Even I'm not exactly sure how 1-Up thinks he's playing. He could have invisible hands or telekinetic powers that he's using to make the symbols needed, but only he can feel them. Do you trust 1-Up to play fair when he has the power to choose if it's a win, loss or tie? Me neither. But Pan Pan is still playing along... he probably knows what's best when dealing with 1-Up.
People tend to get overprotective when they're hiding something.
