Yes. That is Stinkoman. In fact, you can say that's Stinkoman when he was a normal human being. By the way, I am still opposed to Stinkoman and 1-Up being robots, so here's some support.
About making the sprite, I just recolored some parts, drew the tie, and used Mechanic Joe's hair for Stinkoman's. To be honest, I'm kind of proud of it.
