And now we're flashing back to "earlier" to do stuff that probably should've been done but wasn't between levels 1.1 and 1.2, which led to me being able to release a cool fiftieth comic. So by "earlier", it means around the time Stinkoman was in early-mid level 1.2, where a Greggo got punted and a Jaro betrayed Joe.
No, he's not talking into a radio or anything. It's just some sort of tracking device, or radar, or something of that genre. It basically lets him know that his robots are a sploding. It was one of his probably few inventions to survive the destruction of his building.
My original idea for Mechanic Joe's last line here would be "I blame January" (or "February", whichever would work best). But since that would be an inside joke that probably only me and Super Sam would get, I decided to go with "procrastination". It works, right? I mean, when one of your robots crashes by forgetting to put on the breaks, you know you didn't program them thoroughly.
(And if you're one of those weird people who doesn't know procrastination is, it basically means to be lazy and not finish/work on something you're supposed to.)
